Concept: The corruption of the Force due to the presence of the Sith has prevented soulmarks from appearing for so long that they’ve become a trope, a myth, a legend. When Anakin and the Council successfully destroy Sidious, soulmarks burn bright on every sentient in the galaxy even as Order 66 begins to decimate the Jedi. Many of them see their soulmark for but an instant, and it sears out of existence a moment later when their soulmate is murdered.
